Get a Pass for the Express Lanes

An Express Pass or Clean Vehicle Pass is required for solo drivers who want to take advantage of Utah’s Express Lanes.

Use an Express Pass as a solo driver to pay a toll to use the I-15 Express Lanes.

Costs and Fees

Each Express Pass costs $9.65 (+tax and shipping) initially. Multiple Express Passes can be linked to the same account. Each account will be charged up to $2.50 monthly to cover administrative costs. These administrative costs are reduced by tolls accrued (for example, paying $1.50 in tolls during a month would result in a $1.00 administrative charge).

You’ll only pay when you use the lanes, but to ensure funds are available you’ll deposit $25 per Express Pass when you open your account with a credit card. When your account balance falls below $10, the same credit card will be charged $25. 

The Express Lanes are divided into payment zones. Readers at several locations along the Express Lanes detect your Express Pass as you travel through each zone and charge your account after you exit the Express Lanes. You will only pay the price shown just before you enter each zone. Pricing ranges from $0.25 cents to $2 per zone depending on congestion. Costs are highest during peak traffic times.


Clean Vehicle Pass and Permit

All currently available Clean Vehicle Passes have been distributed.

New applicants to the program are unlikely to receive a Clean Vehicle Pass before the expiration of the program in September 2025.

The Clean Vehicle Pass program is capped at 6,650 passes. New applicants to the program will be placed into a first-come, first-serve queue until the expiration of the program in September of 2025.

The Clean Vehicle Program allows solo drivers in vehicles that meet clean fuel and emission standards to use the Express Lanes without paying a toll. The Utah Department of Transportation may issue Clean Vehicle Passes and Permits to a limited number vehicle that meet these standards.

New passes (green) were released in December 2019. The older passes (blue) are no longer valid and should be removed from the vehicle.

Express Lanes Clean Vehicle Permit and Transponder Sticker

Eligibility

Solo drivers of electric, plug-in hybrid electric, and alternative-fuel vehicles are permitted access to the UDOT Express Lanes with a Clean Vehicle Pass and Permit, issued by UDOT, through September 29, 2025. See the FAQs for a list of qualifying vehicles.

Utah Code §41-6a-702 implements a limit on the number of Clean Vehicle Passes that can be issued. The limit is one of several measures used to ensure that travel speeds in the Express Lanes meet state and federal operational goals and standards. The current limit is 6,650 permits.

Wait-listed applications: Starting in mid-January 2020, applicants with qualifying vehicles will be offered a Clean Vehicle Pass in the order that the applications were approved.

Cost and Fees

The Clean Vehicle Program fee is $10. The application process is as follow: 

  1. Fill out application.
  2. If your vehicle’s eligibility is approved, you may be placed on a waitlist. 
  3. You will receive an offer when a Clean Vehicle Pass is available and you will have 30 days to pay the processing fee. 
  4. Your Clean Vehicle Pass should arrive in about two weeks. 

Replace or Transfer a Clean Vehicle Pass

Current Clean Vehicle Pass holders: follow these instructions to replace or transfer your Pass to avoid being placed in the application queue.

NOTE: Clean Vehicle Passes CANNOT be transferred to a different vehicle owner.

Replace a Clean Vehicle Pass

  1. Remove the current Clean Vehicle Pass from the windshield.
  2. Email photos of the removed Pass and Permit to cleanfueldecal@utah.gov or mail the Pass and green Permit to

  4. Your new Pass and Permit should arrive in two weeks once payment and proof of Pass removal are received.

Transfer a Clean Vehicle Pass and Permit to a different qualifying vehicle

Clean Vehicle Passes and Permits can be transferred to other qualifying vehicles owned by a permit holder. Transfers are not authorized from one owner to another. Applicants have six months to complete a transfer from the date the original vehicle is sold, destroyed, or the title transferred.
  1. Fill out an application for the new vehicle.
  2. Remove the Permit and Transponder Sticker from the vehicle.
  3. Mail the Permit, Pass, and Sticker to
