The Utah Department of Transportation (UDOT) in coordination with Payson City, has published the Final EIS, which is available for download below. The Final EIS identifies Alternative C1: Braided Ramps as the Preferred Alternative. This recommendation is based on a thorough analysis of the transportation benefits, design and operational considerations, impacts to key resources, costs, input from the public and regulatory agencies, and regulatory requirements. The Final EIS also shows the considerations and responses to comments received from members of the public and regulatory agencies on the Draft EIS released in September 2017. These responses during the Draft EIS phase can be found in Chapter 4 of the FEIS.

Alternative C1 includes:

  • Improvements to the existing interchange at Main Street
  • A new interchange approximately 0.7 miles to the northeast
  • A new five-lane arterial road (Nebo Beltway) connecting the new interchange to State Route (SR)-198
  • Braided ramps connecting the Main Street and Nebo Beltway interchanges

Public Comment Period
UDOT will accept comments during the 30-day comment period, which runs from November 30 to December 31, 2018. Comments may be submitted via email to or by mail to the following address:

After the 30-day comment period, UDOT will consider and respond to comments received from members of the public and regulatory agencies. UDOT will then prepare a Record of Decision, which is final step in the EIS process. A Record of Decision is expected in mid-2019.

Comments provided to the project team will be reviewed and considered by UDOT as it develops the project. All comments received will be documented in the project record. The study team will contact you if they need additional information or clarification.

UDOT's responses to comments made during the formal Final EIS comment period will be included in the Record of Decision. Comments provided during the National Environmental Policy Act (NEPA) process to UDOT are a matter of public record and subject to public release, if requested.
