Aeronautics Division
UDOT’s Division of Aeronautics leads and manages a statewide transportation system of airports, aircraft, and air routes. UDOT’s Mission is to enhance quality of life through transportation. We promote the quality of life framework established by the UVision for good health, better mobility, a strong economy, and connected communities. We accomplish this through six core functions: airport system planning, aviation rule making, airport project funding, aircraft registration, aviation promotion, and aviation safety.
2020 Aviation Development Strategy
To guide the Utah airport system and measure how airports contribute to the economy, the Utah Division of Aeronautics created the Aviation Development Strategy. Included is a Statewide Aviation System Plan and Statewide Economic Impact Study for our 46 public use airports. This report provides a summary of important findings and highlights the economic contribution that the airport system generates for the state economy. The airport roles and a summary of the investment required for each airport to fulfill its needs and objectives is provided. All economic impacts estimated in this study reflect pre-COVID conditions.

Meet the Director – Matthew (Matt) Maass, C.M. is the Director of the UDOT Division of Aeronautics, and leads the Division as they manage a statewide transportation system of airports, aircraft, and air routes. Matt also plays a key role in supporting aerospace innovation and businesses development, and the development of Advanced Air Mobility infrastructure within the State. Matt joined UDOT in 2022 as the Economic & Aviation Development Manager. Prior to that, he worked in Oregon as a project manager for Precision Approach Engineering. He also worked as the Deputy Director/State Airports Manager for the Oregon Department of Aviation, and as the Deputy Director of Airports for the Kern County Department of Airports in Bakersfield, CA. Matt has a MBA and a BA in Aviation Management. He is also a commercial, multi-engine, instrument and drone pilot.
